I'm not sure the answer to that. My understanding (which may be wrong) is that much of the bussing now is a result of policy from the 1970s. If they closed Orrington, for instance, I think they'd just tell the (wealthier north evanston) parents to drive their kids. But I don't know the exact legal requirements in this case, the state may have rules on transportation.
Surely they will have to close at least one school and reassign. Would that fact not undermine the argument around transportation savings?
