Sure, all of these things can be true and also I don't think it's unreasonable for the town to ask the University with a $10 billion dollar endowment that doesn't pay taxes and (in theory) has an educational mission for help.

You have to start somewhere, man. I'm not sure what you expect - should they come with a 200 page document describing a strategy for compromise with Northwestern? As you note, Northwestern is an entity that holds all the cards. It's a dance that takes years, requires political savvy, a lot of planning, and PR. A little petition to see who is interested in this area is exactly where you would start on something like this.
I don't think anyone who signed this petition thinks it's going to work, it's basically an impromptu poll to see if there is public interest to organize around a topic. I don't think that is so bad.
